  17. <p>Clinton's first big batch of orders lifts a number of Reagan-Bush
  18. prohibitions
  19. </p>
  20. <p>     Even before he had time to feel settled in the Oval Office,
  21. Bill Clinton began a sweeping reversal of 12 years of Republican
  22. policy. The President on Friday signed several major White
  23. House orders. One abolished Dan Quayle's Council on
  24. Competitiveness, which critics had assailed for weakening
  25. environmental regulations. The others all concerned abortion.
  26. Clinton ended the Reagan-Bush "gag rule" on abortion counseling
  27. at federally financed clinics and lifted prohibitions on
  28. fetal-tissue research, abortion at military hospitals and
  29. funding for overseas population-control programs. Said Clinton:
  30. "We must free science and medicine from the grasp of politics."
  31. No way. Protesters who had gathered at the White House to decry
  32. the Supreme Court's Roe v. Wade decision of 20 years ago (the
  33. coincidence of the anniversary and the orders was no coincidence
  34. whatever) blamed Clinton's "wicked counselors" and vowed to
  35. fight on.
